Mahnay Youssef, an international lawyer, emphasized the importance of applying laws that regulate individual behavior in a way that ensures social security and prevents chaos—without allowing such matters to overshadow critical national issues affecting citizens’ present and the country’s future.
In exclusive statements to Al-Wafd Gate, Youssef stated that under the guidance of a conscious political leadership working diligently on reforming legislative, service, and economic systems, this phase calls for comprehensive national cooperation among citizens, lawmakers, and executive authorities. The goal: to produce balanced laws that prioritize effectively, and strike a fair balance between individual freedoms and public interest—without exaggeration or downplaying.

Youssef clarified that the Egyptian legislator rightfully has the authority to regulate animal ownership for the sake of public safety and order. This includes requiring official licenses, restricting allowed breeds, and imposing penalties on violators—especially following repeated incidents that have raised public concern.
From an Islamic legal perspective, Youssef cited the Prophet Muhammad ﷺ:
“Whoever keeps a dog, other than one for hunting, herding, or farming, his reward will decrease by one Qirat every day.” [Reported by Bukhari and Muslim]
He explained that this Hadith guides toward limiting dog ownership to legitimate needs, without categorically prohibiting it. Islamic law encourages kindness toward animals, even promising forgiveness for such compassion—as in the famous narration of the woman who gave water to a thirsty dog and was forgiven by God.
Youssef called for rationalizing national discourse, setting clear priorities, and directing media and public dialogue toward what truly advances the nation—rather than wasting energy on marginal controversies.
He concluded by stressing the importance of enforcing the law with mercy and discipline, and considering the conditions of responsible, animal-loving pet owners. He urged the launch of community awareness campaigns that explain the law and shape public behavior—rather than relying on provocation or divisive rhetoric.
